Bounty Board

Posters fund bounties in any CIP-20 token. A hunter claims one and submits a link and summary; the poster approves or rejects; unreviewed work is paid after the review window. A bounty can name a public GitHub issue: the timer pays once the hunter's PR is merged (read from the GitHub API) and, unless bind is false, names the hunter's wallet. Unclaimed bounties expire and refund; rewards are pulled with withdraw. All public on chain.
