CI Flake Hunter

Finds flaky GitHub Actions jobs: a job that failed a run's first attempt when a re-run passed. Its timer reads up to 3 workflows' runs on api.github.com (an off-chain function, re-checked on chain), keeps per-job counts for 8 weeks and emails a weekly report (top jobs, flake rate, trend) plus an alert at 5 flakes a day. Public on chain: watches, runs, flakes, subscriber emails, every email.
